I'd have to watch it again to confirm, but I assume it's along the lines of: Rachel's special status would have been known to Wallace because he acquired Tyrell's archives, and the hapless K returned Rachel's sample to him, alerting him to the discovery. Luv then stole the bones from the police station, so Wallace could have figured out the same thing as the cops in the same way the cops did.
