We don't list the movies by the most often used title in English-speaking countries, but with the first used title in English-speaking countries.
So, the correct question is : Which title was used first in an English-speaking country ?

According to imdb it's 'Tange Sazen: The Mysterious Sword'. This film was never released officially on DVD, so the English title was chosen by a funsubber on the internet. He called the film as mentioned above: https://www.imdb.com/title/tt0201350/releaseinfo?ref_=tt_dt_aka#akas

Sorry, but could you give me any single, credible, first-hand evidence that this film FIRST was called "Return of the One-Armed Swordsman" (again, it's not the Jimmy Wang Yu film of the same name) in the English-speaking world? "Tange Sazen: The Mysterious Sword" is a realitvely literal translation of the Japanese title and much more accurate.

Wikipedia lists it as just "The Mysterious Sword", but the name of the eponymous main character, Tange Sazen, is still included: https://en.wikipedia.org/wiki/Tange_Sazen
It seems the established title in the West is either "Tange Sazen: The Mysterious Sword" or just "The Mysterious Sword", whereas I don't find any credible source that lists this as "The Return of the One-Armed Swordsman".
