A French DVD was released with the title "The Substitute 4" on October 23, 2001 : https://www.amazon.fr/The-Substitute-4/dp/B004ION1TQ . It is also listed with that title on AlloCiné. So, taking in account that this movie was directly released to video, I think that "The Substitute 4" is the correct French title.
