Looking through the history for Point Blank (https://www.themoviedb.org/movie/61404-a-bout-portant/changes) I don't see where the foreign genre tag was initially created. I found the movie last night and removed the tag. The very next entry was me removing it again. How did the tag reappear without making an entry in the changes log? Even stranger, later today I had to remove it again! Again without anything in the changes log showing the foreign tag being added by any user.

Possibilities: 1) Someone that doesn't show up in the changes log is making changes. 2) There is something wrong with the code that undoes some of the changes after they're made.
