I notice a lot of TV shows show the start time to air at 12AM which is wrong. Where do you edit the start times for a TV show? Thanks

There's no such data on TMDB. There's a field for air date, but none for air time.

That's annoying. TVDB has that option and it's helpful when knowing what time a show will be on. How can that option be added?

Well, TMDB is not meant to be/replace TV guides.
But if that's something you want, there's a Trello card for it here that you can vote for.
