Is he like this in the comics? That man can't open his mouth without sounding utterly ridiculous, silly, insecure, somewhere maybe trying to be funny I don't know. The odd times he's actually being serious, is when Felicity is unavailable and he's at the wheel. I guess every team has to have a comic relief, which I don't mind, but I would prefer the on-liner kind.

No. He is not. At all. And being familiar with how he is in the comics, his depiction on the show annoys me to no end.
In the comics: he's not Batman serious, but damn close. So he's not even remotely close to being a motormouth or comic relief like in the Arrow TV show.
His fighting skills also rivals that of Batman: if he and Batman fought he'd lose but he'd make Batman work for it, which a lot of people can't do.
Also, at one point Mr. Terrific had his own ongoing where his girlfriend was Power Girl. Yes, Power Girl, kinda-sorta Supergirl but not quite, circle cutout boob cleavage Power Girl. Oooo fanboys complained about that till the series ended. I feel like his portrayal on this show is "revenge" for that, but that's tinfoil territory/can't prove it so, nevermind.
