We can figure this out by looking at each word in the title.
Hold - To physically grasp something? Is a literal tiger being held?
That - So, there's just one tiger. It's not hold THOSE tigers, it's hold THAT tiger.
Tiger - Maybe the tiger is an idea. A very bad idea that threatens Camp 13 and they need to stop it from running loose.
I think I got it. A box containing a disastrous idea is at risk of falling over if it is not held correctly. The idea is "Communism" written on a sheet of paper.
