Extra Details: Hey Support, I'm including some official sources for this so please let me know if I missed anything.

From the look of it similar to The Legend of Condor Hero (2001) this should not be broken into separate seasons as it was listed as one season by the TV Broadcaster and official publisher. (https://www.tv-tokyo.co.jp/anime/zettai_children)

Sorry forgot to mention

The episodes should be in the same season because the series had continuous episode numbers on the Official Website and TV Broadcaster Site. The guidelines for anime series are in the Contribution Bible.
