Extra Details: I'm not 100% sure on how TMDB handles this so take this as a question rather than a report. The 4 episodes that are listed in the "Specials" season aren't specials. They are 4 normal episodes that occur after the end of Season 1, they only aired on special occasions.
I would argue that that makes them part of Season 1 or Season 2 (But theres only 1 season, so..). They are normal length, aren't in a different style or anything. Not OVAs, but normal episodes.
To give an example, the South Park pandemic and vaccination specials are listed as normal episodes, even though they came out on a special occasion.

TMDb always aim to have the episodes in the original airing order as released on/by the original network. So I think the first question we should ask ourselves is: Were the episodes first released on the original network? Many episodes, including OVAs, end up in the specials because they were not part of the original release on the original network.
The thirteen episodes of ココロコネクト (Kokoro Connect) aired on the Japanese network tvk from July 8 to September 30, 2012. The four ココロコネクト ミチランダム (Kokoro Connect Michi Random) episodes first had special theatrical screenings in November and December 2012. They aired on AT-X on December 30, 2012. Then, they were released on DVD on March 27 and April 24, 2013. So no, the episodes were not part of the original release on the original network.
These episodes were part of the original release on the original network. In most cases, we don't have to decide where to put the special TV episodes. The original network makes that decision for us. As long the episode numbers make sense and follow the original order, we can just copy the official seasons.
Both the South Park Studios and Comedy Central websites list the episodes as regular episodes 24x01 and 24x02. This seems to be a pretty straightforward case of special episodes released as regular episodes by the original network.
