It's owner, Rooster Teeth was shut down, last episode is over 2 years ago. Although RWBY franchise got fostered by VIZ, there were no announcement on a continuation (yet) , only bidding for patience.
(does not automatically mean the series will continue, for all we know, it could be a McDonald's happy meal collab)
The way I see it, "Canceled" requires an official proclamation, press release or similar stating that the show has been, well, canceled, not renewed. That's what canceled means.
There's has been no such proclamation from the current rights holders. On the contrary, they expressed interest in continuing RWBY, though, granted, noncommittally.
But barring such an announcement, the show can't rightfully be called canceled. Maybe there needs to be another status, Undecided or similar. But in the mean time, I feel that Returning is the correct status for that.
i wrote myself a script that monitors a few shows I'm interested in, that notifies me on status changes, so that I don't miss any news on any official word on the future of those shows. On I often see people just jumping the gun and changing something to Canceled, just because there haven't been any news for 6 months. Which is silly, that's not the time frame the TV business operates in.
i am also not fond of the options tmdb provides, needs something between cancelled and renewed for series stuck in limbo. though tmdb specifies if its undecided for longer period, it is cancelled. Though does not specify what longer means... Anyway, feel free to change it back, won't pick on it again, peace :)

changed back for you because some other sites changed status too, so there must be some news, but i dont know what.
