The specials here seem to be a mess. I've been able to confirm some of the episodes (like ep 24) DO exist, but I'm not even sure what they're named.
Hopefully someone with more knowledge on the show can fix the specials?

So it looks like from what i've been able to find:
Episode 23 and 24 are duplicates. This is also called Alternate ending "B" as part of the masuri specials. There is no Episode 21, that is just the ending to ep17. All of the "Spinout" episodes actually have real titles with separate stories. They are not just multiple parts.
