There's an ongoing debate whether the Doctor's mother is human or not. This idea of the hero having a human mother is not new, e.g. Hercules and Spock. If it is true, then it might explain a lot of the Doctor's behaviour with regard to Earth. Could she also be from London ?

That's right @wonder2wonder . I seem to remember some fans pointing out that "5 + 0 + 7 = 12 and therefore the Doctor was really saying he could regenerate 12 times."
Most of this stuff doesn't seem to be set in stone anyway and showrunners appear to feel free to change anything they don't like into something that fits better into their ideas for the show.
For me it all works out okay as long as viewers don't insist that their personal interpretation of the show is the one and only "truth" and that the current showrunner has "TOTALLY RUINED THE SHOW FOREVER" by adding or removing something from the show.
It is fun to speculate as long as people don't get too angry about it. Most people on this board seem to have been polite and friendly so far - let's hope it stays that way.
Edit: Oops. I've just realised that I've made two replies in this thread and I haven't answered your opening question. Like @cloister56 I don't like the idea that the Doctor is half human so in my head characters were lying or mistaken when they said he was. It's quite easy to do since I don't think it's been mentioned on the show since.
I've never really thought about where on Earth a human mother might hail from because I didn't want her to be human. London would make a sort of sense though, I suppose. Or maybe Cardiff. Perhaps she was a partial cause of the rift.

Personally, I prefer No, However, depending on showrunner, we don't get choices.
