Is it possible that two specials are missing?

  • OVA II. Haikyu!!: vs. “Akaten”
  • OVA III. Special Feature! Betting on the Spring High Volleyball

And why are the movies 1 & 2 still in "Specials" instead of the two OVAs?

They just appear to have different names:
