It wasn't spelled out. But I got the impression they were going around randomly infecting people to see what would happen. So perhaps they infected her and decided to kill her at that stage of the infection as part of their experiments.
Either that, or they just needed people to do something stupid in order to move the plot along.
I just finished watching both seasons over about four days and this was my big question too! At some point Petra referred to the barman as a mercenary, so I guess that means he was paid for it. Munk was in on it. Were that trying to make people think they simply had a psycho serial killer on their hands so they added another victim?

If you did, then I did too. There didn't seem to be a reason. They paid a pro to do it but I can't put anything together to make sense of it.

Well, obviously they failed to include those details since no one has a clue. That's a gaping plot hole if I've ever seen one.
