With Series/Season 10, PBS becomes the premiering broadcaster, 6+ months ahead of ITV(1).
Upon adding S10E01, I've noticed the US runtimes are 50-53 minutes long per episode, whilst in the UK this is always 46 minutes (as pretty much every primetime commercial UK TV show is, in line with advertising laws).
Does TMDB have a rule for a TV show having multiple edits/lengths, and if so, should the length held be the first version broadcast? (e.g. S1-9 = 46 minutes, S10 = 52/53 minutes)?

As long as ITV continue to broadcast the show, it remains the original broadcaster, even if PBS broadcast it first for some seasons or episodes.
All the data (dates, duration, ...) should be based on the ITV broadcast.

Random earlier broadcasts on a different channel, especially in a different country, are usually ignored when the television series have a clear primary network.
