Just looking "Human" isn't enough in the robot asylum. Since he "thinks he's human" in a mechanical facility, he must be insane. Freedom comes when he conforms to the "I am a robot" official line. "Malfunctioning Eddie," the automobile salesman is about as "Human" as "Bender's Mom," a robot assembler in an automated factory.;) The only time Bender Bending Rodrigues "looked Human" was during a "What If" session, where Professor Farnsworth"s "Reverse Fossilization" process turned "Old 'Shiny Metal Ass" into a blond "meatbag.";)
