If this reality if an offshoot of the current reality on the Arrowverse, Argus already knows everything about them. They just don't care so are using the Metahuman laws loosely or making them look like Methahumans in order to capture them for their own ends.

She had a device that mimiced the Canary cry when she was first introduced, but hasn't used it since Laurel took over as Black Canary. Only Dinah and Earth 2 Laurel are actually Metas.
