It's an Amazon pilot. Currently free to stream on Amazon (possibly not all regions?).

Every year Amazon release a bunch of pilots for putative series on their platform. Allegedly the most popular will be made into a series, but this doesn't always happen: https://www.themoviedb.org/tv/60607-the-after was the popular pick in 2014 but was dropped.
When/if the series has been produced, it is made available via Amazon.
