In the first episode, the news reporter mentions other people with superpowers in other cities. But since this alledgedly doesn't take place on Earth 1 or 38, then I have to wonder who these other superheroes are.

I do believe it takes place on Earth 1 and for right now it's not connected to Arrowverse. So because of this it can't specifically give name to the other heroes (The Flash, Black Siren, Vibe, etc.) Yet it doesn't mean they can't mention that other people with superpowers do exist. Also I believe they're going to include natural Metas, those that have the meta-gene (like the X-gene in Marvel), which is where Black Lightning gets his powers from.
It's just like with The Gifted, we do know it happens within The X-Men universe, after the events of Days of Future Past but in an alternate timeline where the X-Men have disappeared. They've already included Polaris who is Magneto's daughter and I do believe in the second season they are going to make mention of that, they've already hinted at it in the first season.

I don't think it's on Earth 1 because Black Lightning was around a decade ago and Flash (and the others effected by the particle accelerator) seem to be the first Metahumans that the public has been aware of.

Like I mentioned previously, since this show is not part of Arrowverse, it doesn't have to follow the same format as it. Therefore this still can be Earth 1 and people have natural powers, instead of getting them as a result of the particle accelerator.

The "Arrowverse" is Earth 1 so if it isn't part of that universe it'll have to take place on another Earth ala Supergirl.

It could be in Supergirl's universe. I know Black Lightning's home--in the comic book series--is Suicide Slums, a section of Metropolis that's usually ignored by Superman.

Yeah that could be it too since people there naturally do have powers of their own, and for right now the series is taking place in a city on the outskirts of New Orleans. All I know is for right now they don't want to make any connections to Arrowverse even though Berlanti is one of the main producers. He was reported as saying that if the writers and other producers feel like they want to include it within Arrowverse, he'll find a way to do so.
