There was a similar gag on DEEP SPACE 9. On one episode everybody keeps talking about a great speech Morn made -- when Morn never said a word onscreen in all 7 seasons.
Yes, there were multiple occasions where other characters would talk about what a chatterbox Morn (anagram for Norm from Cheers, for anyone who is still unaware) was, but he never said a word that the viewers ever saw/heard.
Yeah, I was kind of disappointed. I was expecting something hilarious with that build-up. Maybe he would sing soprano even though he has a baritone voice.

Only that Ed and Kelly didn't hear it.
It would have been a nice insert: "That was the most beautiful thing I ever heard". "You touched me man". "It made me see life in a whole new way".
