It's always like that it's done. First a 2 episodes is aired and if the public like then the serie is launched. It has never been intend to be a miniserie only. No, this is not always like this.

Normally, the series is planned and the first episode is broadcasted as a pilot, to see if people are interested in it.

This wasn't the case here. A single miniseries was made and broadcasted. Only later, due to the success of the Capitaine Marleau character in it, they have decided to make a series centered around this character. This is explained here. The Capitaine Marleau series is only a spin-off of this miniseries .

It was, as explained on the Entre Vents et Marées wikipedia page, as well as on the Capitaine Marleau wikipedia page, where they say "Il s'agit de la série dérivée du téléfilm en deux parties Entre vents et marées", Consequently, naming them pilote episodes is wrong.

Neither Wikipedia, nor TVDB are official pages. Each site has its own set of rules.
