I removed the duplicates you created. The original 12 episodes are in Season 1 and the four episodes released digitally in the Specials. You can see them all here.

in episode 12 serial is incomplete episode 13,14,15 and 16 are part of that series and continue with that but I'm not sure why we can't put these together

OVAs and ONAs should be in the Specials. The original television (AT-X) season only had 12 episodes.

Hello,
I don't understand why episodes 13, 14, 15 and 16 are special episodes because it is the direct sequel to the anime, episode 12 does not end season 1 but episode 16, they just been diffused differently but that remains the direct continuation of the anime.
If there is a season 2 with also special episodes, we would be completely lost if we had to follow your timeline.

Sure, you can use TVDB. But anime series are one of the main reason why we have alternative orders.
