Looks like Picard is on a moon surrounding a gas giant

But the RADIATION and or the MAGNETIC FIELD coming from JUPITER would probably also prevent him from standing there on EUROPA???

I was about to mention the same thing ,I also don't think he is on Europa that would mean the series would take place billions of years in the future before Europa becomes habitable(when our sun enters his red giant phase) ,also if Picard was on Europa he would be on a boat looking over a vast ocean

Picard is overlooking a vineyard standing beside a barrel in the background we see the outlines of a small village (we see a church spire ),it could also be a colony on some alien starsystem populated by colonist from those tiny villages in France and took that lifestyle and philosophy with them to that colony.

The wooden barrel is probably am indication that they are traditionalists ,and it sure makes a difference when wine matures in wooden barrels so I think that would be very important if they make wine in the traditional manner

If one has watched TNG closely one could see that despite him being in Starfleet Picard is very much a traditionalist ,who believes in family and family traditions and the family's legacy.Robert doesn't completely dismiss technology he is just the type of person that is of the opinion that if something has worked for centuries to ones satisfaction why replace it with something new of which one doesn't know it provides the same quality just for the sake of convenience.By doing it the old way Robert is preserving an centuries old family tradition and legacy and passing on these traditions to the next generation.After leaving Starfleet Picard may have decided now that Robert and Rene have died that he is the lat in line to preserve these traditions by doing things the way Robert would have done. This piece of dialogue from Generations may provide insight why perhaps Picard choose for this.

Who the Shinzon he gets impaled in Nemesis and tries to kill Picard in a King Arthur Mordred style

There was this time when Ferengi Daimon Bok tried to get revenge on Picard for killing his son ( TNG The Battle) a second time by persuading Picard that he had a son and his was going to kill him unless Picard would surrender to him which all turned out to be a hoax.
