Former thief Cat Chambers returns home to the Pacific island paradise known as The Reef as she finds herself in the center of a kidnapping, when the daughter of the island’s most prominent resident goes missing.

When the Deputy Governor asks Cat to accompany her to visit an island owned by an old friend of Cat's, Dylan Sawyer, the pair become embroiled in a plot to take over Dylan's pot business and, instead, manufacture Yaba.
