يتناول الفيلم بعض القضايا التي تهم المواطن المصري وما يمر من أحداث في إطار كوميدي. حيث يقدم الممثل محمد سعد شخصية (تيكا) الذي يقطن في منطقة شعبية ويمتلك متجر لبيع لعب الاطفال ومع قيام الثورة المصرية يحاول تجميع شباب المنطقة لتكوين لجنة شعبية في محاولة منهم للتصدي للبلطجية.

مع اشتعال الثورة المصرية، يشرع بائع ألعاب نارية يقطن أحد أحياء "القاهرة" الفقيرة في تشكيل لجنة شعبية لردع البلطجية.

The film deals with some issues of concern to the Egyptian citizen and passes the events in the comic. It provides a personal representative Mohamed Saad (Tika) who lives in the popular and has a shop selling toys and with the Egyptian revolution that tries to aggregate the region's youth to the composition of the popular committee in an attempt to deal with thugs.
