In the end, what's the meaning of "Oliver" and "Procrastination"?

In the last scene (I think), Sam walks on the pier and the fisherman calls him Oliver. He replies saying "My name is Sam". Why "Oliver"? I don't think I ever heard it before in the movie.
In the same scene, the boat the fisherman is close by, it's called "Procrastination". Why? It doesn't seem to me that's a theme developed in the movie.
