日独伊三国同盟が結ばれた昭和15年、上海。日本陸軍の諜報員である次郎はスパイ容疑をかけられ、本土へ強制送還されてしまい、身柄を拘束される。そこで元外相の高倉と出会うが、すべては重要情報が海外に漏洩した事件を調べる次郎の上司・草薙の策略だった。次郎は釈放された高倉を監視するため、彼のボディガードとなって接近。次郎はドイツの武官と連携し、日本に潜入した英国情報部のボス、暗号名“キャッツ・アイ”を捜す。
