Aquesta llei està escrita en el Llibre de les Lleis, amb veredictes que posseeixen vida pròpia i recollides sobre fulles de pell humana. El llibre es troba sota la custòdia d'un oficinista d'aparença normal, Houichiro Ohma, que en realitat és el despietat jutge de les Tenebres.
