1989年发生在游乐园的一起爆炸案，使港东医科大学急救中心的青年医师日向晶（玉木宏 饰）IMAT和搜查一课SIT特别班的影浦琢磨（田中圭 饰）双双失去父亲。25年后的今天，两人完成宿命般的重逢。为了救治更多的人，日向加入了IMAT。所谓IMAT，是指当发生劫持事件时，为预防人质及警察出现受伤情况而将医生派送案发现场的组织。心中背负哀伤与仇恨的影浦对犯罪分子恨之入骨，他与将救人放在第一位的日向存在天然的分歧。

IMAT (Incident Medical Assistance Team) is an emergency medical team formed to treat patients who are injured on crime scenes. The doctors on this team are often sent to dangerous destinations. The protagonist, Akira, lost his father in a terrorist bomb explosion in his childhood, and he is a doctor with an unparalleled will to save others. Takuma, a detective on the SIT (Special Investigation Team) has the polar opposite personality. He too lost his father in the same incident as Akira. Akira and Takuma tackle problems in opposite ways, sometimes going head to head with each other.

IMATの日向晶（玉木宏）は、警視庁との合同訓練中、急病で倒れた参加者の救命を的確な処置で成功させる。同僚の美山ゆかり（貫地谷しほり）は、手際のよさに驚く。しかし刑事・影浦琢磨（田中圭）は、事件現場で彼らの存在が足手まといになるのではないかと苛立ちを感じていた…。
