청나라 말, 영국 상인에 의해 밀수된 아편이 중국에 대량으로 판매되기 시작한다. 이에 많은 국민들이 피해를 보았으며 광주 곳곳에는 아편으로 죽은 시체들이 버려졌다. 이에 흠차 대신 임칙서는 아편 문제를 해결하고 소각하고자 광주로 간다. 그곳에서 조력자가 필요했던 임칙서는 이전에 아편을 근절시키려다 실패하고 나락에 빠진 화계량과 손을 잡는다. 가장 큰 아편 밀매업자였던 하 가 손에 사랑하는 연인을 잃은 화계량은 임칙서의 제안을 받아들이고 아편 문제 해결에 앞장선다. 복수심이 가득 찬 화계량과 세상의 평안을 위해 힘쓰는 관료 임칙서 두 사람의 협력은 올바른 길로 향할 수 있을까..
