Apologies if this has been discussed elsewhere, but is there guidance on how city keywords should be used?

Looking at the guidelines it seems like keywords should be limited to the movie itself (and not metadata about behind the scenes stuff); and ‘Los Angeles’ is used as an example.

I’m interpreting that as a city keywords should be where the movie is set (or at least some part of the movie is set). City keywords should not be used to indicate where a movie is shot.

Is that the intended reading? Also, any guidance on if it should just be a city name, or when you should indicate a state/country and what the format should be?
