That would mean that items that have real translated titles have slim chance to show up on that list. That list is not random. It's based on popularity or something. Now it circulates same items that have English title used in Finland.
This is just my opinion, but translited titles that are the same as the original one should be inserted also. That means that someone has checked that title. I checked that Game of Thrones TV series has never been called "Valtaistuinpeli" in Finland. That's the title of the first book in Finnish.
That is a known bug, unfortunately, but it appears to be low on the priority list. We don't want data repeated if it can be avoided. So please don't add any translated titles as that would only mean a moderator has to clean it all up in the end.

If the translated title is the same as the original title, there is no need to add it. So locking the Finnish title empty is correct.
