Extra Details: Runtime: my view is this special should really be set to 24 minutes. The YT rerelease is 24:00.1. I watched the original broadcast on TOKYO MX at the end of March and carefully calculated it to be 24 mins (I can't remember the exact time, and while I'm not going to have 0.1s accuracy I would have been as careful as possible).

It seems more reasonable to just put it down to a runtime of 24 mins. If it was over 0.5s then sure, I think there's an argument there, but 100ms? It was clearly intended to be exactly 24mins long and knowing Japanese broadcasts, they would have stuck to that time.
