Could Season 0 and the season 0 episode "Neverland: All Areas" be created? The creation of new seasons is locked.

I created the special season. I'm assuming this is the 23 minutes (allegedly) featurette Neverland: Access All Areas that can be found on the DVD released May 28, 2012 in the UK.
