Hulu isn't the original broadcaster of this series. We are going as per the original broadcast.

Blu-ray/Remux also has 25 episodes in it.

As I indicated in my initial reply, the first season aired on ABC as a 24-episode season. Episode 24 was a double-length episode that has since been split up into two episodes.
