在帝都电视台工作的稻叶里佳（新垣结衣 饰）曾被认为是有前途新人，但因为工作态度过于强硬，采访时引发不少争执，被投闲置散成为非黄金时段的导演。因被命令做制服特集，前往自卫队幕僚参谋部公关室进行采访，遇上曾是战斗机飞行员的空井大佑（绫野刚 饰）。因为醉驾车祸脚部受伤，只能转到公关部工作。稻叶认为能在空井身上发掘出爆炸性新闻，成为她回到电视台一线工作的契机，但她的强硬态度绝惹来空井反感。公关部还有一群性格古怪的人：爱跟风的室长鹭坂正司（柴田恭兵 饰），美女柚木典子（水野美纪 饰），鹭坂头号粉丝槙博己（高桥努 饰），二号粉丝片山（要润 饰），空井的教官比嘉。在这些人的包围下，稻叶和空井是否可以通过这次采访，能否走出困局，再次向梦想挑战？

《飛翔公關室》為日本作家有川浩於2012年7月27日於幻冬舍發行的小說，以日本航空自衛隊為小說背景舞台。 首次刊載於NTT docomo與DeNA共同經營的電子書籍網站「E★エブリスタ」。原定於2011年夏天出版，卻遇上該年的東日本大震災而延到2012年7月27日發行單行本，並追加與震災有關的最終章〈那天的松島〉。

Rika Inaba is a beautiful and strong-headed director at the Teito Television Broadcasting Company. Ever since she was young, she had dreamed of becoming the best news reporter in the business, but on into her fifth year with the TV station, she finds to her dismay she's been transferred to a lighter fare, information program where she is assigned to report on the Japan Air Self-Defense Force. Meanwhile, Daisuke Sorai had just reached his long-sought goal of becoming an aerobatics pilot only to injure his leg, crushing his chances at ever becoming a member of the elite Blue Impulse flying team. He gets assigned to the force's public relations desk and subsequently finds himself attached to Rika in the role of attendant. Sorai and Rika differ on just about everything; their views, their mindset. But they share one thing: their childhood dreams have been shattered and they've hit a wall in life. From there, a mutual understanding begins to germinate, drawing them toward each other and toward the discovery of a new dream.

Inaba Rika travaille comme réalisatrice d'émissions pour la chaine Teito TV. Auparavant journaliste d'information, elle est désormais en charge de programmes sans grand intérêt après avoir provoqué un scandale lors de sa précédente affectation.

Sorai Daisuke était un excellent pilote de chasse, sans doute le meilleur de sa promotion au sein de laquelle il était d'ailleurs surnommé Sky. Cependant un accident de la circulation lui a laissé des séquelles au genou droit et est venu briser son rêve. Réaffecté depuis au bureau des relations publiques des forces aériennes d'auto-défense, il va être amené à collaborer avec Inaba à l'occasion d'un projet d'émission.

Les relations entre les deux jeunes gens sont d'abord difficiles, mais au fur et à mesure que les circonstances les amènent à se raconter leurs douloureux passés, ils se rapprochent petit à petit. Inaba se met ainsi à comprendre la passion des avions de Sorai qui de son côté apprend à apprécier la ténacité et la franchise de la jeune femme.
