The English overview here on TMDb already starts with: "(Never Aired)" And Wikipedia explains in a footnote to this episode:
"This episode was originally scheduled to air in Japan on November 4, 2004, but it was originally postponed due to the 2004 Chūetsu earthquake a week earlier. The episode was never aired in Japan or for international audiences."
However: I'm not sure how to proceed according to the rules here on TMDb -> I'm not sure there is a rule for scheduled but never aired episodes, to be honest.
Here's what we do: I'll keep this discussion open and other moderators can weigh in on what we should do in this specific case?

That's a good point - I don't know the rules for a never aired episode neither.
However in season 14 (https://www.themoviedb.org/tv/60572-pok-mon/season/14) there were two episodes that were not aired, too. Those would have been aired between episode 681 and 682 (https://en.wikipedia.org/wiki/Pok%C3%A9mon_episodes_removed_from_rotation#"Team_Rocket_vs._Team_Plasma!"_(Episodes_680_&_681)) - TMDb does not list them :)
The main problem here is that the episode 9 should not have an episode number :)

That's a good argument, I didn't know that! In my opinion, we should do the same with episode 9 -> not list it as a regular episode in season 8. Or, we could move it into the Specials season; that would be another possibility.

Sorry, I'm late to the party! I removed the unaired episode from Season 8!
p.s. Another German contributor already offered to fix the translations, but you guys feel free to fix them if you want to.
