Shepherd set up Sandstorm to end corruption in the US government. She doesn't use the direct approach. Her zealotry makes her not a very likable character. She is alone now with the main members of her team betraying her . On the other side there is Weller, who continuously doubts his own leadership and skills. His entanglement with 3 women doesn't make him very likable either. But his team still have his back. Ultimately Shepherd will fail, her opponent TPTB is just too powerful.

I see him as being lot less: "By any means necessary" driven than Shepherd.
There is an old song; part of its lyrics go something like (not an exact quote): We kill people to set them free...who put that price on their liberty?

Collateral damage should be…at most…the (for lack of a better word) byproduct of an action taken...not the intent.

I changed my mind and switched to team Shepherd, would be interesting to see the bad guys succeed for a change and that would make a very interesting season 3 (if there is ever one) they could have the team/government picking up the peaces in a post apocalyptic wasteland and trying to bring Sandstorm to justice.

I haven't changed my mind, I’m still Team Weller; but, after the finale I better understand Shepherd's game plan, her reasoning, her POV.
She wants what we all want; honest, incorruptible leadership. She wants people in place who do not have "personal agendas" and who are not slaves to ambition or greed or power. People who will always strive to do the right thing BECAUSE it is the right thing to do.
After all, it is not as if she was trying to take over herself, or for herself; nor was she trying to put some kind of puppet-leaders in place with herself as the puppet master.
Lofty ideals. Great philosophy. Piss-poor execution.
