Except for the exclusion of how they initially held and moved their limbs n their introductory episode (which offended some handicapped viewers), they did't really change all that much. Even in some serious situations, Quark and his brother were comedy relief. The Grand Nagus was a repulsive, insufferable little weasel. Most TNG fans consider them a miserable failure as a threatening race.
I never really perceived the Ferengi as supposed to be threatening so I guess in that light I don't regard them as a failure. I find the real danger of the Ferengi lies in their willingness to engage in particularly slimey, underhanded activity that doesn't really involve blatant violence - activities such as kidnapping and blackmail. They also may not want to engage in all out confrontations with others, but I'm sure they don't mind in finding ways to profit from it. I agree with the comedy relief assessment, but I find the Ferengi of DS9 were much more clever than those presented in The Last Outpost.
The second episode was ridiculous. It was called Code of Honor and it was absurd. Some have called it racist but the idea that some being could just kidnap a Star Fleet officer and that they would go long with his nonsense was so dumb.
Data was right when it asked if this was a joke. It was an act of war and Picard would have every right to take action.
