He seems to be dangerously obsessed with being first officer of the Enterprise and being with Picard and terrified of moving away from his comfort zone and has turned down several captaincies because he just loves being on the Enterprise, we later learn his choosing to stay is having a damaging effect on up and coming candidates in Starfleet like in The Best Of Both Worlds who want to advance in their careers are held up by a man who will not move no matter how many ships he's offered, seems his only logic for staying because his friends are there, he's fond of the ship, he's fond of the captain and is just hanging around, some reason he's happy there and doesn't want to move. Think with all his constant passing up captaincies should have resulted in Starfleet comforting him and saying accept captaincy or sent you to cadet training school to train cadets or something.

Even within the confines of the no conflict between crew members they still managed to develop the characters but for that you have to have talent and creativity something which the writers at Secret Hideout clearly lack.

What kind of ridiculous notion is that character progress has very little to do with what position or rank that character holds or whether a person changes jobs or is promoted that is such an American view

I notice the subtle development of the characters but hey since subtlety is neither Kurtzman's or Chabon's Forté and if you need your character development delivered in a hamfisted manner fine but don't dare to proclaim there wasn't any character development in TNG .Clearly you should watch the show more carefully because it is there maybe not as much as in DS9 VOY or ENT but it still is there.

Why should I write these things down when one could easily watch all 176 episodes of TNG by yourself and find out so buy the complete series or subscribe CBS All Access and one can see for yourself because I am not going to write an entire essay over the character development of each TNG character.

Example of Picard being a good Shehard the way he gave Ro Laren a chance to redeem herself or that he gave Sito Jaxa (episode Lower Decks)a chance to redeem herself after having lied under oath in the trail when Wesley and his classmates were charged with iresponsible ,reckless behaviour and breaking Starfleet Academy regulations (the one with Tom Paris who isn't called Tom Paris). To name but a few.

No TNG episode Lower Decks (heck they even can't come up with an original name for their cartoon series)season 6.
Tom Paris was the leader of the group of cadets who in the end of the episode( after Wesley getting one of Picard famous ulogies)takes full responsibility for the death and takes the blame and punishment as leader of the group upon him.
No that despite the fact she was equally guilty of the death for the cadet she manged to escape prosecution and had some bad reviews from previous starships despite Picard intitially disliking her manages to overcome his biases and let her go on a very secret and dangerous mission from which she unfortunately not returns.
And DATA also makes PROGRESS in his GOAL to be more like HUMANS.
Which is why the end in Nemesis was so poignant and meaningfull and why Picard should have left that alone .Certainly with the toast "For absent friends"
