Are those supposed to be Klingons in the promos?

I'm willing to bet that if the internet had been such a big thing when TNG launched, this exact same discussion would have been going on about Worf.

I'm not so sure. The Motion Picture came out in 1979 with the more different looking Klingons, 8 years before TNG.

It's been a LOOOOOOONNNNNNGGGGGG time since I've seen it either, but I seem to remember it being cancelled. I could be wrong, though.
