I'm hoping I'll be able to catch this tonight. I remember when this story was featured on 20/20 and other shows because people really didn't like Annette's mother (which I think is who this show is about).

She let her underage daughter hook up with a 40 year old man and didn't try to stop her from leaving. This appeared to be mostly because her daughter, Annette, had received a large amount of money from her father's life insurance policy, but for some reason the wife/Annette's mom didn't get a dime. Annette bought a house with it, took off with Felix for a few years, and let her mother live in her house and have access to her bank account while she was away. Her mother was too afraid to put her foot down for fear of losing a good thing if Annette got pissed at her and told her to get out, so she kept quiet about their relationship.

It was only after the second time Annette left, but first put the deed to the house in Felix's name and told her mother to move out, did her mom finally take action to find her missing daughter when she didn't return home.
