故事由《海猿》小森阳一原作人气漫画改编，讲述了火爆前拳击手神御藏一号（向井理）和冷静的神枪狙击手苏我伊织（绫野刚）在以保护犯人进行生擒的NPS内合作，发生冲突之余和暴徒进行连场激战。NPS是由警队中唯一可对犯人格杀勿论的组织，包括警视厅特殊部队SAT及警视厅特殊犯搜查系SIT中选取少数精锐成员所组成的组织。

神御藏一号是前拳击选手，童年时父母被暴徒杀害，他在现场目击了犯人被射杀；而苏我伊织是SAT内的神枪狙击手，被称为神业的他性格沉着冷静，是SAT的理想完美化身。他过去曾有姐姐被杀的经历，抱着犯人必须以死进行制裁的心态，和保护犯人的NPS理念相反，将和性格火爆的神御藏发生一系列冲突。

The NPS (Nationai Police Safetyrescue) was formed to combat extreme crimes like terrorism, which is beyond the scope of the ordinary police force. Their purpose is to catch criminals alive. The elite members in the police organization formed NPS to strengthen the authority of SAT (Special Assault Team). When the NPS cannot solve a crime then they send in SAT. When SAT succeeds their authority strengthens.

Ichigo (Osamu Mukai) is a member of NPS. He is a former boxer, but became a police officer at the age of 23. In his second year as a police officer, he was scouted by the NPS. His strength is hand to hand combat at close range. He is also blunt with strangers.

Iori (Gou Ayano) is a member of SAT. He is the best shooter in the group and possesses a calm and steady personality. Ichigo and Iori, with their different personalities, find themselves having constant conflicts.

Le NPS (Nationai Police Safetyrescue) a été créé pour combattre des crimes extrêmes comme le terrorisme, qui dépasse le cadre des forces de police ordinaires. Mais leur but est d'attraper les criminels vivants. Le NPS a été créé comme dernière chance pour les criminels avant l'intervention du SAT (Special Assault Team) qui est chargé de leur neutralisation définitive. Ichigo est membre de NPS. Ancien boxeur, il est devenu policier à l'âge de 23 ans et, au cours de sa deuxième année de service, il a été repéré par le NPS. Sa force est le combat au corps à corps à bout. Il est aussi franc avec les étrangers. Iori est membre de la SAT. Il est le meilleur tireur du groupe et possède une personnalité calme et régulière. Ichigo et Iori, avec leurs différentes personnalités, se retrouvent en conflit constant.
