The zh-CN title should be the title used for an official release in mainland China. Without such a release, there are no official zh-CN title.
i don’t think so, it should follow the exception rule.

This rule just means that we can add an official zh-CN title even if there is already a zh-HK or zh-TW title. But this title should still be official, meaning used by an official release in mainland China.
