Ignoring any rules for a minute, I'd also like to see it in the specials.
I'd just generally love if there was some consistency on TMDB. Many Doctor Who episodes (major specials & even normal episodes) are listed not only as episodes of the show but also as standalone movies. I don't know the exact reasons for these, but it's really confusing and also clutters search results for Doctor Who.
With the new 2023 show there's a bit of a clean slate and a chance to not repeat those mistakes (if they were indeed mistakes).

The ones that got a theatrical release are allowed in the movies part of the database.
There may also be a few old entries whose content need to be merged by the administrator. This will be done at a later date.
Content NOT allowed in the TV section:
- Any TV specials or one-off event. These should be added as a movie.
While I accept that is in the guidelines, it seems like a strange rule, one that is broken by having a Specials section in shows, as most of those items are one-off events or TV specials, so I don't understand why that is a rule?

"TV specials" and "specials in a show" are 2 completely different things.
"Children in need", for example, is a TV special. It have its dedicated page on the BBC website.
The 60th anniversary specials are "specials in the show". They are special episodes listed on the official BBC page of the show.
The Children in Need Special, Destination: Skaro should be apart of specials like how it always has been, as started with Doctor Who (2005). The Children in Need specials have always been treated as "Specials in the Show"

These CiN specials have been classed with the show in the other incarnations too and they aren't always listed with their concurrent series or are sometimes counted in the same way, so why all of a sudden this one has become a problem when none of the rest have every had this much discussion on where they belong. If we are allowed exceptions to the rules, I think this one should be one of them.
Will this be rectified? As it seems like a majority would prefer the special to be added in here for ease with Plex and in terms of where this special belongs.
I'm pretty sure the answer is no. It was mentioned by a TMDB admin/moderator that there is a dedicated show page for CiN specials.
There is no majority sentiment here. Only a few people that have choosen to participate in this discussion. It's probably a drop in the ocean compared to the number of people that use this site, and view these particular pages.
Very, and because the TVDb is refusing to split DW (2023) from DW (2005) and is counting it as S14, you have both the TVDb and the TMDb being wrong about something. Either about the CiN special or the whole run, which is very frustrating
The Children in Need Special is not a spin-off webseries. It is a special episode, and as with the 2005 version, it should be included in the Specials here, as it is a special for this season. Does it have a separate page on the BBC, yes. But that doesn't make it a spin-off. This is a web special, and should be included in the specials.

Except that this is not a TV special or a one-off event, it is a Web Special, which the rules clearly state can be included in the specials. For consistency with the 2005 series, it should be included here in the Specials.

the CiN is not a web special actually, it’s broadcasted on BCC One (on the 17th of November at 7pm), while simultaneously released on iPlayer.
I think it should be count as the specials, as per the linked bible, definitions and OVA explanations.
It’s basically a small teaser / fun episode. It’s not a standalone series or anything.

The 3 main 60th special episodes also have their own show listing & one movie listing already:
https://www.themoviedb.org/tv/240315-doctor-who-60th-anniversary-specials
https://www.themoviedb.org/movie/1210051-doctor-who-the-star-beast
Whatever the ultimate decision will be, I'd prefer if the other listings will be removed in favour of a single listing.

You didn't read the correct part of the rule.
The rule that apply here is this one.
